In December 2008, the Tenant Services Authority (TSA) took over from the Housing Corporation as the body which will regulate housing associations for the immediate future.

Following extensive consultation, albeit with a select few, the TSA has completed an aggressive campaign to encourage tenants around the country to become much more involved in the management of their landlord's activities.

The upshot is a revolutionary new framework of regulation by which all "Registered Providers" are now bound.

Tenants now have extensive powers to take decisions over the way their housing organisation is managed.

More immediately, providers are preparing their action plans for creating a series of "local offers" to tenants. These will set out each organisation's proposals on service standards for the year ahead, which tenants will be invited to comment upon, and help to develop. At the end of that year, the offers will be re-visited and measured for achievement.
